Decorations are the items you can put in your Secret Base, such as Mats and Dolls. Getting all the Secret Base decorations is time consuming and expensive.
To get all the decorations, you will need:
Alternatively, if you want the decorations on cartridge but don't want to spend seven quadrillion dollars for some virtual dolls, you can get a Joey, transfer your ROM and save file to your PC (as in your real computer), use an emulator and ROMs to do the whole process then transfer your save back to the cartridge.
Before I tell you where to get each decoration, some important things to get out of the way:
The Trader is a green dude who appears in the Mauville Pokémon Center if your Trainer ID ends in 4 or 5. You will need him to transfer certain decorations between games. This is how you use him:
First of all, you need a game with the Trader in it. Again, he will only show up if your Trainer ID ends in 4 or 5.
He appears in the Mauville Pokémon Center and offers to trade one of his decorations for one of yours.
Choose one off the list and give him the decoration you want to trade to another game.
Then, go upstairs in the Pokémon Center to mix records.
Once you've mixed records, the Trader will show up in your other game, and he'll offer to trade the decoration you gave him before.
Whatever you give him will show up on any Hoenn game you mix records with in the future.
Note that mixing records trades the Pokémon Center guys, so if one of your games has a different guy, he will show up in place of the Trader in the game where you had him once you've mixed records. If you're on an emulator, you can get the Trader on both games by using savestates, following these steps:
Now you have the Trader in both games, which makes trading items faster.
Some decorations are only obtainable in certain versions of the Hoenn games, and must be traded to the other games if you want them there. Below is a table listing all the exclusives and where they are obtainable.

As you can see, Emerald is the best game to collect all the decorations, as you will only need to trade five items, the rest being obtainable without trading. For this reason, this guide will assume you're using Emerald as your main game, though I'll be getting all the decorations in Ruby too so it's definitely possible to do it in Ruby or Sapphire, it's just more time consuming and requires a lot more trading and record mixing.
