While the list on the previous page already shows where to find each Decoration, I decided to also set up an illustrated guide, especially because some Decorations have special methods to obtain.
I'll classify the methods to obtain Decorations in a couple categories: Free, Buyable, Prizes, Exchangeable, and Special.
First comes the Free Decorations, which, in my classification, refers to Decorations that you can obtain for free without having to accomplish anything to earn them. There are only two such Decorations:

Lotad Doll |
The Seedot Doll is exclusive to Pokémon Ruby, whereas the Lotad Doll can only be obtained in Pokémon Sapphire and Emerald. Both are given out by Lanette in her house in Route 114 after talking to her in the Fallarbor Pokémon Center.
This doll is mainly the reason why I specified we would be using Ruby and Emerald for this quest. We will be needing Ruby again for something else that will come up later.
These are decorations that you can buy with ₽, the in-game currency. Most of the Decorations fall in this category. In a normal playthrough, the first place you can access to buy Decorations is the Slateport Market, with this guy in the southwest area who sells you three kinds of dolls.

Also in Slateport Market there's another vendor who won't sell you anything until you get TM43 Secret Power. You probably have it, but in case you don't, you get it as a gift from this guy standing next to a tree in Route 111.
You don't have to keep the TM without wasting it, all you have to do is receive it from the guy pictured above. This other Slateport Market vendor sells various ornaments, as well as the mats that make noise.

You'll have to advance quite a bit into the game since arriving at Slateport to buy more Decorations. The next place that sells Decorations is in Fortree City. The house on the lower right is a store where you can buy desks and chairs.

The other place where you can buy Decorations with regular money is the Lilycove Department Store. In the fifth floor, there's 4 ladies who sell different categories of Decorations. Two are on the upper left, and two others on the lower right. The leftmost lady sells Dolls.
